It attributes this to an over-supply that has coincided with buyers away on holiday.

It anticipates interest rate rises that could lead to more repossessions, which in turn would put more downward price pressure on the housing market.

In contrast though when you look back at the last two years, the fall of -1.7% is actually better than the norm for August, with a drop of -2.2% last year and -2.3% the year before. What in reality this demonstrates is the negative pressure on asking prices and not selling prices around the summer break.

Looking away from the headline national figure, you see that the East Midlands and North have actually fared quite well with a 1.5% and 2.6% rise respectively. Cornwall and West Midlands are the worst affected a -2.4% and -4.4% respectively.

With the credit crunch and lenders holding back on buy-to-let mortgage lending the Buy to Let market has been fairly subdued – according to the Council of Mortgage Lenders (CML).

However there second quarter results show and increase of but-to-let mortgages of 13%. This also represents a 15% growth on the second quarter 2009 figures.

Commenting on the performance of the buy-to-let market, CML director general Michael Coogan said:

“The buy-to-let market has continued to grow, albeit slowly, throughout the period since the credit crunch. And with fewer people able to afford the entry costs to home-ownership, as well as the pressure on social housing, tenant demand for private rented property will remain strong.”

“Funding conditions for lenders remain tight, but there is every reason to expect the buy-to-let sector to continue to make a powerful contribution to helping meet the country’s varied housing needs.”

Over the year from June 2009 there was a 9.9% rise reflecting the buoyant housing market in 2009 recovering from the low of the recession.

The figures for the quarter to June 2010 also reflect the monthly figures with only a 0.8% rise and this coincides with most experts opinions that the housing market will be flat this year.

What this means in plain English is that out of the RICS surveyors who responded to their survey last month, there were 8% more surveyors seeing a fall in prices than seeing a rise.

Looking at the figures in more detail reveals that 64% of respondents actually see prices staying the same as opposed to 25% seeing a fall and 11% seeing a rise.

Regionally this is represented over a 3 month period as more surveyors seeing falls in most regions, apart from South West, London and the North West.

Over the last year prices are now at a more respectable 6.6% after some reports were trumpeting the return of double digits only 4 months ago.

Interestingly looking at the long term house price trend, the average is in line with the overall trend and still reporting a 2.9% annual increase over the long term.

Commenting on the figures Martin Gahbauer, Nationwide’s Chief Economist, said:

“So far in 2010, demand from homebuyers has made little progress in building upon the recovery seen during much of 2009.”

“Up until recently, the shortage of buyers in the market was more than offset by an even more severe shortage of properties for sale, with the result that prices rose. Evidence continues to build that this imbalance between supply and demand is easing.”

Halifax HPI (House Price Index), up 0.6% this week, unsurprisingly showed that housing prices are fairly static, last month they had exactly the same fall in prices, -0.6%. So over the two months 0%.

Over the year they have 4.9% increase and the average house price now stands at £167,425.

Commenting, Martin Ellis, housing economist, said:

“House prices increased by 0.6% in July, reversing the fall in June. Overall, there has been little change in prices during 2010 so far. The mixed pattern of monthly rises and falls over the first seven months of the year is consistent with a slowing market. It is also in line with our view that house prices will be broadly unchanged over 2010 as a whole.”

This is amid uncertainty over the actual strength of the economic recovery. Although there has not been any views that the interest rate was to go up in August, there is lots of speculation and varied opinion as to whether interest rates will rise soon and even more over how long it will be until they rise significantly. Indeed there is some thought that rates may stay low for 4 years.

The current inflation figures are well above the bank’s target rate of 2%, but have been falling over recent months and the bank still believes it will fall down close to their target this year.

“The MPC made the right decision,” agreed David Kern, chief economist at the British Chambers of Commerce (BCC).
